What causes a child to not grow normally or have teeth at 13 months?

My youngest son is currently 13 and a half months old, he has not even started to cut teeth . Last week his pediatrician wanted tests done because on the scale that is used to rate childrens growth by, my son doesn%26#039;t even come close to even registering on it because he is so small, and the dr wanted to run tests to see if something was wrong. He is about the size of a 6 month old in height, but is actuatly sort of chubby weight wise. He wasn%26#039;t born premature or anything, and didn%26#039;t have any problems in the first year or after.





Dr said today that the blood work was back, and everything looked fine, but he still wanted to send him to childrens hospital for even more testing.





What could be causing him not to grow normally and not to cut teeth? Could the not teething and growth be caused by the same thing??
